Feather Trimming

I'm okay with trimming Chicken's feathers on my own, but I have a question before I trim this time. There is still a bit of blood in the shafts of his feathers that need to be cut back. Is it okay to cut them down from the shaft with out risk of bleeding? How should I handle this? He's getting strong and has 2 or 3 extra flight feathers on the right side.

I would not cut until there is no blood, not only might it bleed but would be painful also.
